Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke Room on Tuesday 10 December 2013

1 Apologies for absence

Apologies were received from Cllr Robinson, Cllr Rawlins and Cllr Bigg.

2 Declarations of Interest
Cllr Taylor declared a personal interest in relation to application 13/P/2252/F - Christ Church, Church Road, Redhill, BS40 5SG as his wife sits on the PCC.

3 Public Participation
There were no members of the public present.

4 Minutes of the previous meeting
The Minutes of the meeting held 19 November 2013 were reviewed and adopted as a true record.

Matters arising:

· Enforcement Report (circulated by NSC 7 October 2013)
It was reported that the Assistant Clerk had contacted NSC for an update but had received no response. It was agreed to contact NSC again.

· Response to NSC Consultation on draft Residential Design
The Council’s comment was noted.

· Response to NSC Consultation on Draft Junction 21 Enterprise Area Local Development Order (LDO)
The Council’s comment was noted.

5 NSC Central Area Planning Committee
There were no minutes or papers to be reviewed.

6 Decision Notices issued by NSC
A list of Decision Notices had been circulated prior to the meeting and these were noted. In summary:-

· 13/P/1543/F and 13/P/1544/LB - The Court House, The Triangle, Wrington, BS40 5LB – Approved.

· 13/P/1802/F - 1 The Cottages, Station Road, Wrington, BS40 5LH – Approved.

· 13/P/1834/CUPA - Wrington Greens, Nates Lane, Wrington, BS40 5RS – Refused.

7 Planning Applications
A list of planning applications had been circulated prior to the meeting.

Application 13/P/2185/WT – 17 Brooklyn, Wrington, BS40 5LJ
It was agreed the Council objected to the proposed works for the following reasons:-

· The trees have public amenity value.

· The applicant has not provided any justification for necessity for the works.

· The trees are home to an established rookery. Currently one nest is visible in the sycamore and more nests are believed to be in the leyandii.

Finally the Council believed the property address is actually 19 Brooklyn and not number 17 as stated.

Application 13/P/2187/WT - All Saints Churchyard, Station Road, Wrington, BS40 5LF
It was agreed the Council had no objection to make on this application but would like to see a replacement tree planted to maintain the existing character of the churchyard.

Applications 13/P/2197/F and 13/P/2199/LB - Webbsbrook House, Silver Street, Wrington, BS40 5QL
It was noted these applications had been withdrawn by the applicant.

Application 13/P/2232/EIA1 - Land to the east of Rickyard Road and land at Garstons, Wrington
The application was noted and it was agreed not to submit a comment.

Application 13/P/2252/F - Christ Church, Church Road, Redhill, BS40 5SG
It was agreed the Council had no comment to make on this application.

Application 13/P/2265/RM - Land at Bristol International Airport, Wrington, BS48 3DY
It was agreed the Council had no comment to make on the application apart from recommending that the proposed landscaping is regularly inspected and, should any plantings fail, replanting with like species should be undertaken.

Application 13/P/2290/TPO - 14 Alburys, Wrington, BS40 5NZ
It was agreed the Council objected to this application because the Council is not convinced felling is justified. However, if the application is approved, then the Council would like it conditioned that a similar replacement tree is planted rather than the deciduous species proposed by the Applicant.

Application 13/P/2293/F - 14 Rickyard Road, Wrington, BS40 5RR
As Councillors felt this appeared to be a resubmission of a previous application, 13/P/1707/F, (albeit with a slightly relocated garage), it was agreed to resubmit the previous comment in relation to flood risk. Furthermore, the Council questioned whether it would be more appropriate if the ridge line of the garage roof ran parallel to the existing dwelling.

It was noted that application 09/P/2243/WT (Littlers, Ropers Lane, Wrington BS40 5NQ) had been received after the meeting papers had been circulated. It was noted that NSC had already reached a decision but it was agreed that the Assistant Clerk should contact NSC to establish why the Council had not been informed about this application.

It was also noted that applications 13/P/2307/LUP (3 Lawders Orchard, Wrington, BS40 5PD) and 13/P/2314/F (18 Butts Batch, Wrington, BS40 5LN) had been registered by NSC after the meeting papers had been circulated. As the next Planning Committee is on 7 January 2014, it was agreed the Assistant Clerk should contact NSC saying comments would be submitted shortly after that meeting.

8 Other Planning Issues

· North Somerset Core Strategy: Consultation on Policy CS13 relating to district housing requirements
Deadline for comments 17 January 2014

The Council discussed that there was little scope for extra housing in Wrington, as illustrated by there being only one ‘discounted’ site in NSC’s Strategic Housing Land Availability Assessment 2013. The remainder of the parish is either in open countryside or Green Belt, again, leaving no scope for extra housing. It was agreed to discuss this further at the next Planning Committee Meeting (7 January 2014).
