Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke Room on Tuesday 8 October 2013

1 Apologies for absence
Apologies were received from Cllr Howells.

2 Declarations of Interest
There were no declarations of interest.

3 Public Participation
There were no members of the public present.

4 Minutes of the previous meeting
The Minutes of the meeting held 17 September 2013 were reviewed and adopted as a true record.

Matters arising:

Street lights – Blue Cedar Homes had informed NSC that the lights were now white to comply with planning conditions. However, Councillors had established that this was not the case and NSC had been notified. To date NSC had not responded.

Le Moignes – It was reported NSC had been contacted about outstanding conditions relating to appeal APP/TPO/D0121/1897 (11/P/0251/TPO) where a replacement oak was conditioned. To date NSC had not responded. It was reported the police had visited Le Moignes re the badger sett and reported back – no problem (verbally).

5 NSC Central Area Planning Committee
There were no minutes or papers to be reviewed.

6 Decision Notices issued by NSC
A list of Decision Notices had been circulated prior to the meeting and these were noted. In summary:-

· 13/P/1097/F - Fountain Tree Works Ltd, Brockley Combe Road, Backwell – Approved.

· 13/P/1333/WT - Priory House, Station Road, Wrington, BS40 5LG – Approved.

· 13/P/1420/F and 13/P/1421/CA - 2 Bakers Buildings, Station Road, Wrington, BS40 5LQ – Approved.

· 13/P/1493/F - Felicity, School Road, Wrington, BS40 5NB – Approved.

· 13/P/1634/NMA - 11 Old Station Close, Wrington, BS40 5LY – Approved.

7 Planning Applications
A list of planning applications had been circulated prior to the meeting. It was agreed to also consider application 13/P/1821/WT (Piercehay, Bullhouse Lane, Wrington, BS40 5NY) because, although the papers had been received after the meeting papers had been circulated, it was believed NSC would make a decision on this application before the next Planning Committee meeting.

Application 13/P/1690/F - South View Cottage, Old Barn Lane, Butcombe BS40 5TW
It was agreed the Council objects to this application as the proposed development is a new residential property in Green Belt. However, if the application is approved the Council would like to recommend that conditions are attached to ensure that the annex is formally tied to the main house so that the properties cannot be sold separately at a later date.

Application 13/P/1707/F - 14 Rickyard Road, Wrington, BS40 5RR
It was agreed the Council had no objection in principle to this development. However, as there is an acknowledged flood risk in Rickyard Road, the Council would like assurance that this extra building will not add to the potential for flooding in the future.

Application13/P/1710/F - Plot 11, Land at Lawders Orchard, (previously Brook House), Silver Street, Wrington, BS40 5QL
It was agreed the Council had no comment to make on this application.

Application 13/P/1721/WT - 4 Lawders Orchard, Wrington, BS40 5PD
It was agreed the Council objects to this Works to Trees application for the following reasons:-

· These trees form part of the landscaping that was conditioned as part of the approval of the original planning application (09/P/1894/F) for the development. Conditions 28 and 29 of the Decision Notice stated that the trees were to remain for a period of five years and therefore the applications should not be approved

· Although the Council has no objection to a modest reduction in height of the hazels, any thinning would lead to a serious loss of privacy for the residents of the neighbouring properties in Garstons Close.

· The Council would like to recommend a TPO is placed on the Yew tree as it will potentially be under threat after the expiration of the five year period. Furthermore yews are slow to grow and are of potential amenity value..

Application 13/P/1749/WT - Le Moignes, High Street, Wrington, BS40 5QD
It was agreed the Council had no comment to make on this application.

Applications:-

13/P/1769/NMA - Bristol Airport, North Side Rd, Felton, Wrington, BS48 3DY
13/P/1795/PAI – Bristol Airport Flying Club Site, off Airport Roundabout, A38 Bristol Road, Lulsgate, Wrington
The Council noted the PCAA's draft response to the applications and agreed to support the PCAA's comments. It was agreed that the Chair and Cllr Glynn would prepare and submit an appropriate comment based on the Council's view that these developments were neither part of Permitted Development or Non-material Amendments and, therefore, required full planning applications.

Dr Phil Collins’ email to NSC on application 13/P/1538/EIA1 was also noted.

Application 13/P/1802/F – 1 The Cottages, Station Road, Wrington, BS40 5LH
It was agreed the council had no objection in principle to the proposed development but was mindful of the potential for neighbour impact to the adjacent property.

Application 13/P/1821/WT - Piercehay, Bullhouse Lane, Wrington, BS40 5NY
It was agreed the council had no objection in principle to the felling/pruning of trees marked T1, T2, T3, T4, T5, T6, T7, T8 and T10, but would prefer that the Holm Oaks (included in T9 and T11) remained unpruned as:-

· No evidence of disease has been provided
· Holm Oaks have potential amenity value.

8 Other Planning Issues
· Request to support CPRE’s charter ‘Save Our Countryside’

It was agreed that the Assistant Clerk should register the Council’s support for this campaign.
