Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday, 29th November, 2011

1 Apologies for absence

Apologies were received from Cllr Yamanaka and Cllr Hollingdale.

2 Declarations of Interest

Cllr Ledbury declared a personal interest in relation to application 11/P/2116/F (The Old Library, High Street, Wrington, BS40 5QA) as she is related to the applicant.

3 Public Participation

There were no members of the public present.

4 Minutes of the previous meeting

The Minutes of the meeting held on 8 November 2011 were reviewed and adopted as a true record.

Matters arising:

Following a general discussion on information provided in planning applications, it was agreed to write to NSC requesting an update on the required criteria and standards relating to the quality of plans and accuracy of information. Furthermore, what action is taken if the applicant hasn't answered all the questions on the application form and how is it ensured that decisions are based on full and accurate information?

5 NSC Central Area Planning Committee

There were no meeting papers to be reviewed.

6 Decision Notices issued by NSC

A list of decision notices had been circulated prior to the Meeting and these were noted. In summary:-

· 11/P/1649/F – West Barn, West Hay Road, Wrington, BS40 5NP - Approved
· 11/P/1714/TPO - Webbs Brook House, Silver Street, Wrington, BS40 5QL - Approved

· 11/P/1792/F - Cinderford Cottages, Ropers Lane, Wrington, BS40 5NH - Approved

· 11/P/1836/F - Westward Court, 8 Westward Close, Wrington, BS40 5LL - Approved

· 11/P/1855/F – Honnalee, Broad Street, Wrington, BS40 5LA – Approved

It was noted that some of these Decision Notices had been received without a covering letter explaining the reasons for NSC’s decision. It was agreed the Clerk should contact NSC about this.

7 Planning Applications

A list of planning applications had been circulated prior to the Meeting.

Application - 11/P/2110/LUP - Warren House, Brockley Combe Rd, Wrington, BS48 3DF

It was agreed the Council has no comment to make on this application.

Application - 11/P/2116/F - The Old Library, High Street, Wrington, BS40 5QA

It was agreed the Council has no comment to make on this application.

Application - 11/P/2117/RG3 - Wrington C of E Primary School, School Road, Wrington, BS40 5NA

It was agreed the Council had no objection to the proposal. Furthermore the Council is pleased that the School facilities are being improved but would like to make the following observation. Apart from the "Development Building" (which was improved recently by Sustain), the other buildings suffer from poor facilities in terms of insulation, which results in significant temperature variation throughout the year, and inadequate toilet provision. In light of NSC's policies relating to energy conservation and the need for energy efficiency measures, it would be hoped that the poor thermal performance of the building could be rectified.

8 Other Planning Issues

Members were reminded about NSC’s Planning Workshop (14 December 2011, 9.30am-12.30pm) at the Town Hall, Weston-super-Mare.

The Meeting was closed at 6.45pm.
