Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday, 6th September, 2011

There were no declarations of interest on known agenda items.

3 Public Participation

There were no members of the public present.

4 Minutes of the previous meeting

The Minutes of the meeting held on 16 August 2011 were reviewed and adopted as a true record.

Matters arising:

· Old Bell Court

On going - Urbis (manufacturer of the street light lamps) has been contacted to see how the lights can be adapted to incorporate white lamps and to confirm the financial implications of any modifications. Following a conversation with Setter & Lee, it is believed that the developer (Summerfield Developments) intends to tarmac the area in front of the old Richards Store building and that the stub wall is owned by the owner of the building (Mr Mark Lewis of Butcombe Farm). It was agreed to contact both Summerfield Developments and Mr Lewis.

· Nates Lane

It was agreed that the advertising sign at the junction with the A38 was indeed obscuring driver sight lines and should be reported to NSC Enforcement.

5 NSC Central Area Planning Committee

The papers for the meeting to be held on 8 September 2011 were reviewed. It was noted that the only items relating to Wrington were:-

· The Appeal against the decision on 10/P/1612/F (erection of store building to rear of holiday accommodation and formation of parking spaces for 3 cars at The Barn, off West Hay Road, Wrington), which had been dismissed.

· Application 11/P/1141/F (WVMP surgery in Pudding Pie Lane. Churchill Parish) – NSC Central Area Planning Committee had made no recommendations.

In relation to the Council’s outstanding question for Parish Voice, Cllr Bigg volunteered to attend if Cllr Glynn was unavailable.

6 Decision Notices issued by NSC

A list of decision notices had been circulated prior to the Meeting and these were noted. In summary:-

· 11/P/1144/F - 13 Wiltons, Wrington BS40 5LS - Approved

· 11/P/1151/F - 3 Bakers Buildings, Station Road, Wrington BS40 5LQ - Approved

· 11/P/1206/F - 1 Wiltons, Wrington BS40 5LS - Approved

· 11/P/1235/F - Honalee, Broad Street, Wrington, BS40 5LA - Withdrawn by the applicant

7 Planning Applications

A list of planning applications had been circulated prior to the Meeting. It was noted that no paper copies of the applications had been received from NSC for 11/P/1555/TPO, 11/P/1557/WT and 11/P1563/F and also that the details for 11/P/1563/F had not been posted on NSC’s website.

Application - 11/P/1474/F - 4 Ashford Road, Redhill, Wrington, BS40 5TH
It was agreed the Council has no comment to make on this application.

Application - 11/P/1521/F – Cloud Cottage, Station Road, Wrington, BS40 5LG
It was agreed the Council has no comment to make on this application.

Application - 11/P/1546/F - The Plush Hotel, Red Hill, Redhill Wrington, BS40 5TD
It was agreed the Council has no objection in principle to the proposed development but would like to recommend following conditions:-

· Both conversions should be formally tied to the hotel business.

· Ensure there is no auxiliary access to the A38 and current access via Lye Hole Lane is used and that the proposed wall along the A38 is completed in advance of any accommodation.

· For non members of staff, ie guest accommodation, only short stay accommodation is allowed.

It was also agreed to comment that the reports submitted with the application appear to have been prepared for a previous application. Also, in the illustrations a single storey extension is apparent which does not appear on the drawings.

Applications - 11/P/1555/TPO and 11/P/1557/WT - 33 Garstons Close Wrington, BS40 5QT

It was agreed to submit one comment to cover both applications. It was further agreed that the Council has no objection to the felling of the Silver Birch. However, as the other works will impact on the stream, the Council would like to recommend that the applicant withdraws the applications until results of the Environment Agency's survey work on flooding in Wrington are known, as the Council has concerns about any resulting increase in downstream flood risk.

Application - 11/P1563/F - Field south of South View Farm, Wrington Hill, Wrington, BS40 5PL

It was agreed to carry this forward to the next Planning Committee Meeting (27 September 2011) by which time documentation should have been received from NSC.

8 Other Planning Issues

· NSC Local Development Framework (LDF), consultation on the Weston Villages Supplementary Planning Document (SPD)

It was agreed to carry this forward to the next Planning Committee Meeting (27 September 2011).

· LDF Core Strategy, consultation on Proposed changes to the Publication Version, responses by 14 September

It was agreed Cllr Glynn would write an appropriate response.

· Brook House – proposed street name

It was reported that the developer had objected to the name proposed by the Council so the matter was back with NSC.

· Enforcement Issues outstanding & to be raised.

With the exception of the advertising sign in Nates Lane (see Agenda item 4 above) there were no enforcement issues outstanding.

· Application - 11/P/1141/F – Medcentres, ref. Medical Centre (WVMP surgery) in Pudding Pie Lane (Churchill Parish)

It was noted that there was to be a briefing on this application at the South Area Committee Meeting to be held on 8 September 2011, Cllr Yamanaka will be attending.

The Meeting was closed at 7.20pm.
