Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday, 24th May, 2011

In attendance:

Cllr Glynn convened the Meeting and was nominated as Chair - proposed by Cllr Bigg, seconded by Cllr Yamanaka and agreed by a show of hands from members (carried unanimously).

2 Declarations of Interest

There were no declarations of interest on known agenda items.

3 Public Participation

There were no members of the public present.

4 Minutes of the previous meeting

The Minutes of the meeting held on 19 April 2011 were reviewed and adopted as a true record.

Matters arising:

· Bristol Airport Application 09/P/1020/OT2 Section 106 agreement

Cllr Glynn presented a summary document provided by Bristol Airport at the recent Consultative Committee meeting. Cllr Turton queried why the parish was not mentioned in the summary document, although it was pointed out that there is no reference to Wrington parish in the full S106 document. In response, it was agreed to write formally to Bristol Airport raising the subject of traffic issues in Downside Road and requesting that the Airport might now initiate a traffic survey and review of informal parking and other issues, alongside NSC Highways.

· Poultry House at South View Farm, Wrington Hill, Application - 07/P/0883/F

It was reported that during the course of the Environment Group Meeting held earlier in the evening, John Inman had undertaken to review the circumstances relating to the conditions. It was also agreed that the Council should write separately to Planning concerning surface water drainage and the conditions.

5 NSC Area Planning Committee

It was noted that the Parish had been moved from the South Area Committee to a new Central Area Committee. The dates for the Central Area meetings had yet to be announced but it had been confirmed that the question that had been submitted to the South Area Committee Parish Voice would now be raised with Central Area.

6 Decision Notices issued by NSC

A list of decision notices had been circulated prior to the Meeting and these were noted.

7 Planning Applications

A list of planning applications had been circulated prior to the Meeting.

Application - 11/P/0731/F - Former St Katharine’s Primary School, Bristol Road, Lulsgate Bottom, Wrington, BS40 9UU

It was agreed the Council has no comment to make on this application as this site is now located within Winford parish as a result of the recently implemented boundary changes.

Application - 11/P/0752/F - 3 Bakers Buildings, Station Road, Wrington, BS40 5LQ

It was agreed that the Council has no objection in principle to an appropriate rear extension but is concerned about the scale of the proposed development and possible neighbour impacts, particularly to the neighbouring properties to the north and south. The Council would also like to highlight the need for the front windows to be painted timber to match neighbouring properties in the Conservation Area.

Application - 11/P/0761/LB - Greenhouse, Barley Wood Walled Garden, Long Lane, Wrington, BS40 5SA

Following an extended discussion, Councillors had differing views as to whether this building should retain its use as a greenhouse for growing or, since it is apparently not in full use as such, whether it would be better to put it to a different use and ensure the structure is conserved. However, Councillors also recognised the heritage value of the site and all structures contained therein but appreciated the potential economic value to a local business of putting the building to another use.

It was agreed that the Council would like to recommend that, if approved, the glazed structure should be maintained and should preferably be visible. It was also agreed to seek clarification because the plans do not detail how the converted building will be heated. Finally it was agreed to reiterate comments submitted on the previous application (11/P/0661/F) as the Council has concerns about parking arrangements for both employees and visitors.

Application - 11/P/0789/F - Piercehay, Bullhouse Lane, Wrington, BS40 5NY

It was agreed the council has no comment to make on this application.

Applications - 11/P/0797/F and 11/P/0798/LB - Butts Orchard, Butts Batch, Wrington, BS40 5LN

It was agreed the Council has no objection in principle to the proposed development but would like to object to the design of the french doors and terraced window as they are considered to be not in keeping with the overall design of the house and conflict with its status as a Listed Building. It was also agreed to comment on the lack of a garage on site.

Applications - 11/P/0819/F - 17A Orchard Close, Wrington, BS40 5ND

It was agreed the Council has no comment to make on this application.

Applications - 11/P/0833/F - Cornfield Cottage, Ashey Lane, Langford, Wrington, BS40 5DE

It was agreed that, as the dwelling is in an isolated location, the Council has concerns about the potential impact of the dormer windows on the landscape and would recommend that the planning officer views the building from all angles, particularly from the north and north-west, to ensure there is no impact.

8 Other Planning Issues

· NSC Development Management (Planning) Workshop

It was reported that Cllr Bigg and Cllr Yamanaka had attended on behalf of the Council and that copies of the presentation were to be emailed by Richard Kent, NSC. It was agreed that Cllr Bigg should remind Richard Kent if necessary, and the Clerk should circulate the information when it arrived. It was agreed to discuss this in more detail at the next meeting.

· NSC proposal to stop sending hard copy details of planning applications – review of the Council’s position and possible future actions.

A letter has been received from Jason Beale explaining that NSC is reviewing the situation and that hard copies will continue to be sent out in the meantime.

· Willis’s Batch, Brockley Combe Road

In relation to an Appeal lodged against refusal of permission for Application 10/P/1080/F (part retrospective application for replacement agricultural barn) Cllr Turton reported that this was now on hold as there was the possibility of the presence of a bat roost.
