Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday, 18th May, 2010

2. Declarations of Interest:

Cllr Glynn declared an interest in the application relating to Ashcombe.

3. Public Participation

There were no members of the public present.

4. Minutes of previous meeting

The minutes of the meeting held on 27th April were reviewed and signed as a correct record.

5. NSC South Area Planning Committee

The minutes of the meeting held on 14th April were reviewed. It was noted that the application to erect stables on the field adjacent to ‘Tamarisk’ in Ladywell had been granted. It was noted that objections from a number of local residents had been submitted to NSC, and Cllr Gallop read out excerpts of the comments, which reflected those of the Parish Council. It was agreed that it was very disappointing that this development had been allowed and that local views had not been taken into account.

6. Decisions Notices issued by NSC

A list of recent Decision Notices had been circulated prior to the meeting. Cllr Irving commented that she was concerned that the fence around the pond in Rickyard Road should be child-proof, and it was agreed that the Clerk should contact English Rural Housing about this.

7. Planning Applications

10/P/0674/F – Bristol Airport: installation of a 20 metre high wind turbine. Members expressed concern about the possible impact on Downside Road residents of noise and a ‘flicker’ effect from the proposed wind turbine. It was felt that the power generated would not be very great, and that there could be more beneficial forms of renewable energy that the airport management should consider. It was agreed to object to the proposal on the grounds of height and potential adverse effects on local residents.

10/P/0681/F – Ashcombe, West Hay Road, Wrington: erection of a two storey rear extension. Cllr Glynn left the meeting for the discussion of this application. It was agreed that there was no objection to the proposed development.

10/P/0533/F– Winchester House, Broad Street, Wrington: it was agreed there was no objection to this application.

10/P/0725/F – Brook Lodge Farm Caravan and Camping Park, Cowslip Green: erection of reception/office building. It was agreed there was no objection to this application.

8. Other Planning Issues

a. BIA Application – Planning & Regulatory Committee 24th May

Cllr Turton explained that she had applied to speak at the meeting, but as a local resident, rather than as a Councillor. She felt that the recent Parish Voice session had been useful in raising issues concerning Downside Road and the traffic problems. Unfortunately there seemed to be no money available for traffic calming measures on Downside Road.

Cllr Irving said that she had recently received an invitation to the official opening of the new walkway at the airport, and was undecided as to whether she should attend. It was generally felt that she should not do so, and this was agreed.

a. Rickyard Road – Affordable Housing

Several members had recently taken the opportunity to view the new bungalows which are now nearing completion, and all agreed that the quality of the building and finish was of a very high standard. Cllr Moss reported that a comment had been made to her that there could be further building of Affordable Housing, but no details were given. Cllr Bigg said she felt it would be important that a ‘needs’ analysis was done to assess local requirements for any future schemes, rather than relying on NSC’s information.

The meeting was closed at 7.05 pm.
