Minutes of previous meeting

The minutes of the meeting held on 21st August 2007 were reviewed and adopted with one amendment – under ‘Other Planning Issues’ this should read: “Cllr Dunn Morua asked whether the fence at Tumbling Weir requires planning permission.”

Matters arising

1) Fence at Tumbling Weir: Cllr Glynn stated that fences alongside the highway require planning permission if they are over 1 metre in height. Cllr Glynn is to ask Mike Campbell to look at Tumbling Weir.

NSC South Area Planning Committee

The next meeting is to be held on 19th September.

Decision Notices issued by NSC [see below]

Decision notices received from NSC were reviewed. It was noted that the application regarding Ashley House in Silver Street had been granted, whereas the Parish Council had objected to this, but no letter of explanation had been received from NSC – the Clerk is to request this.

Planning Applications

07/P/2124/F – Oakdene Farm: there was discussion regarding the wall bordering the road – the plans show this is to be rendered, not faced with stone, also whether business accommodation is appropriate in former agricultural buildings. It was agreed that the development was likely to be an improvement on the existing old milking parlour, but that the wall bordering the road should be faced with stone.

07/P/2126/RG3 – Medical Practice – addition of solar panels – there were no objections. The question was raised as to whether the Parish Council should consider a policy in relation to solar panels within the Conservation Area. It was agreed that Cllr Glynn would discuss with NSC to ascertain what their view is.

07/P/2130/WT – All Saints' Church tree works. Health and safety issues are involved due to two of the trees being dead. No comment.

07/P/2183/F – 13 Ashford Road, Redhill – retrospective. It was agreed that the development is probably an improvement. Some members queried whether retrospective planning permission ought to be granted. Cllr Yamanaka commented that applications for retrospective planning permission should be decided solely on the merits of the application. It was agreed to request that permission be restricted to agricultural use, and that there should be no airport related parking.

07/P/2206/F – Uplands, Wrington Hill – no comment.

07/P/2252/F – Sutton Farm, Butcombe. This was considered to be appropriate development. However it was felt that car parking should be restricted to six spaces as proposed, and there should be no further airport related parking on the site.

Notification of two further planning applications had been received, and full details of these are awaited:

- Old School House, Church Road, Redhill – tree works
- 1 & 4, Church View, School Lane, Felton Common – change of access

Other Planning Issues

Brook House Enquiry – it was noted that there was still no word of the outcome.

Cllr Bigg outlined some recent research produced by CPRE which showed that disturbances in the environment in the North Somerset area are currently at 90%, which is considered extremely high.

It was noted that the North Somerset Core Strategy is coming up for consultation in October, and it was felt that Wrington Parish Council will need to make some strong comments.

It was also noted that Regional Assemblies are to be abolished and their powers will now go to RDA’s.

There being no other business the meeting closed at 7.10 pm.
