Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday, 10th July, 2007

The Chairman opened the Meeting at 18.00 hours.

Declaration of Members Interests – Cllr. Moss in planning application 07/P/1615/F- 44 South Meadows.

The Minutes of the Meeting held on 19th June were adopted without amendment.

Matters Arising

1)- The Clerk reported that “defamation” was covered by insurers under the libel and slander section subject to the insurers standard policy terms, conditions, exclusions and the limit of £500,000.

2) - Garstons and fences. The Chairman has spoken to NSC and is of the opinion that there are conflicting views and that any letter needs to be drafted carefully.

3) - The Chairman reported on the pre-planning workshop at BIA and voiced the opinion that the material was not useful and that ENTEC did not offer a balanced view. The new Managing Director, Mr. Kehoe, mandate is to grow the airport.

Cllr. Bigg mentioned that the planning inspector has turned an application by Manchester Airport for car parking in the green belt.

Cllr. Yamanaka said that during development at BIA the Parish Council should consider suggesting alternatives for parking whilst development of the north side is ongoing.

Public Participation - Nil

North Somerset Planning Committee Minutes – nil.

Planning Certificates issued by North Somerset Council – [see separate table attached] as per pre-meeting list.

The Chairman made the meeting aware that following considerable lobbying of NSC that certificates relating to applications to trees now had an advisory note attached “The applicant is advised to read the notes on the reverse of this acknowledgement relating to the legislation which protects wild birds and other animals.”

Other Planning Issues

1)- Notice of appeal received for change of use of redundant barn into holiday accommodation at Scars Farm, Lye Hole Lane with access from Row of Ashes Lane. The Council supported this application when first received and as comments will be forwarded to the Planning Inspector no further action was deemed necessary.

2) - Notice of appeal received in relation to the planning application for Richards Garage. This is to be by “written representations” and the Chairman explained the concept of this. The Council agreed that it should expand upon its comments contained in a letter dated 14th February to NSC when objecting to the application. The Chairman undertook to pen a response and asked for any comments from other Councillors to be with him by 16th July as the final response has got be with the Planning Inspector by 25th July.

3) - Planning for a sustainable future consultation. The Clerk reported on a paper received from CPRE on this topic. Cllr. Bigg said that she would make available briefs to Councillors with the aim of getting in a position to pen a response which would be discussed at the next planning meeting on 31st July.

4) - Mention was made of the new barrier and ramp in place at the Chemist new premises in the Village and whether planning permission was held or needed. The Clerk was directed to ask the chemist whether this aspect has been investigated.

5) – The Chairman mentioned that representation had been received about parking across the entrance to properties behind Buglers in the High Street. Residents wish to consider placing suitably worded notices on the pillars and the meeting decided that this was an NSC issue and the residents should approach the authority in the first instance.

6) – Cllr. Yamanaka mentioned that the application for a garage at Greenwood, Ropers Lane had been referred to the NSC South Area Committee and the application has now been withdrawn.

There being no other business the meeting was declared closed at 19.00 hours.

No sales of horticultural products produced at the site shall take place directly from the site until a lay-by to accommodate 2 cars is constructed to the east of the entrance gateway.
No retail sales direct from the site of products brought on to the site shall take place at any time.
Details of additional tree planting to supplement the hedgerow along the roadside boundary of the site to be submitted and approved by the LPA.
Prior to the first use of the storage barn the two existing metal storage containers shall be permanently removed.
Approved building shall be used for the storage of agricultural machinery and produce grown on site only.

Hullah Triple garage. Conversion of existing integral garage to living accommodation (office). OBJECT. Inappropriate development in the green belt. The garage is overlarge and its large blank south face presents an unacceptable impact on the rural landscape in this location.
07/P/1603/F land to west of Iwood Lane Skinner 6 floodlights (for information only). We object to this proposal on the basis that this is unnecessary in this rural location and see no reason to change the conditions set out in the original planning certificate which specifically excluded any external lighting.

We have no objection to the proposed development but we are concerned abouit the very restricted access and the possibility of damage during the course of construction and repair/ reinstatement should form a condition of development.
The property should also be contained as one property with any move to use as two separate units being subject to a new planning application.
