The Chairman opened the Meeting at 18.00 hours.

The Minutes of the Meeting held on 18th January 2005 were adopted.

Matters arising.

1) Tree in South Meadows- resolved by NSC who will reduce the crown by20%.

2) Environment Agency-still waiting for the developer of the Belvedere site to produce the paperwork relating to the disposal of waste.

3) Walled Garden planning application- reason for the height of the Cider Press is that an old press is being bought and the height is needed to accommodate it. The comment was made that drawings should be to scale and the Clerk will pass this on to NSC.

4) Waste Consultation- the Chairman is still digesting this.

5) Forest of Avon Consultation- the Chairman submitted a draft response which the meeting endorsed. The Clerk was directed to respond accordingly.

6) Broadband- the Chairman asked whether anyone with Broadband had accessed the planning files of other Councils- response negative.

North Somerset Planning Committee Minutes – the Clerk commented on the minutes of the South Area Committee of NSC for 12th January 2005.Particular reference made to the Area Budget Bidding applications and the possible withdrawal of the scheme in the next financial year. The Chairman also mentioned the guidance notes on the “use of Area Committees” and the Clerk will distribute these.

Planning Certificates issued by North Somerset Council – see separate table attached.– One withdrawn from the list 04/P/3084/F as it related to Congresbury Parish Council.

Planning Applications

For planning applications and comments see attached sheet.

Other Planning Issues

1) North Somerset Replacement Plan- acknowledgement received of the withdrawal of some of the Council’s objections.

2) Dilapidated buildings- no guidance notes available. It was agreed that the Clerk should inform the Building Control Team of the state of Holly Cottage.

3) Butcombe Brewery- it was mentioned that there appears to be a breach of planning conditions and these are being looked into by the Enforcement Team at NSC. It was also reported to NSC of the possibility of badgers being on the site but when an officer visited from NSC there was no evidence of a sett in existence.

There being no other business the meeting was declared closed at 18.45 hours.

05/P/0063/F The Bungalow Inn, Winford Lane, Redhill Wadworth & Co. Elevation alterations, 2 entrance lobby extensions, new disabled access ramp. Thank you for allowing the Council to look at the plans which appear to be an improvement.
05/P/0103/F 17 Garstons Close, Wrington

MacKay

Single storey rear extension and part infill of front covered area The Council has reservations on the front covered area because it would introduce a variance from the design scheme on the Estate
05/P/0180/WT 19 The Glebe, Wrington

Wilson

Silver Birch –fell Object- it is considered that the tree has amenity value and that general pruning should suffice

05/P/0204/F

Greenswood, Whetcombe Way, Wrington

Hillman & Holder

Single storey side extension Object-The scale of the existing permission was limited due to its proximity to an adjacent listed building and the proposed extension would exacerbate the situation. Furthermore an increase in living accommodation could entail additional vehicles accessing onto a narrow lane. (The original approval was for a 2-bed property whereas these drawings show 3-beds)
